8 October 2015 - First session of the renewed Izhevsk City Council

On 8th October, 2015 the members of the City Council elected Yuri Tyurin as the Head of the City of Izhevsk and Oleg Garin as the Chairman of the Izhevsk City Council. The participants of the session also included the Head of the Udmurt Republic Alexander Soloviev, the Chairman of the Udmurt Republic Government Victor Saveliev and the Chairman of the State Council of the Udmurt Republic Vladimir Nevostruev.

The Head of the Udmurt Republic wished the new members of the City Council a productive and efficient work. He also said that the City Government and the Udmurt Republic Government should work together to better serve the people’s needs.

The new Head of the City Yuri Tyurin expressed his gratitude for the trust of the members of the Council and said that the people of Izhevsk expect the Administration to work harder on the housing and utilities. Oleg Garin said that the City Council is full of fresh faces, and he is eager to start working together and fulfill the potential of the city.

Tyurin Yuri Alexandrovich was born on 5th April 1957 in the Isheevka village of Ulianovskiy Region of Ulianovkaya Oblast.

In 1979 he graduated from the Ulianovsk Polytechnic Institute. His major was “Electric power supply of industrial objects”.

From 1979 to 1995 he worked as electrician, shift leader, master, chief of electric repairs department, partcommittee instructor at “Izhstahl”.

From 1995 to 2003 he worked as a Chief power engineering specialist Of the “Izhstahl” JSCo.

From 2003 to 2005 he worked as a Director-at-large of the “Izhstahl” JSCo.

From 2005 to 2013 he worked as a technical Director of the “Izhstahl” JSCo.

From 2013 to October 2015 he worked as a Chief power engineering specialist of the “Izhstahl” JSCo

Yuri Tyurin was a member of the City Council of the third (2002-2005), fourth (2005-2010), fifth (2010-2015) and sixth (2015-2020) elections.

Awards: an Honoured power engineering specialist of Russian Federation, an Honoured power engineering specialist of the Udmurt Republic, laureate of science and engineering state prize.

Garin Oleg Vladimirovich was born on 26th December 1973 in the Igra village, Udmurt Republic.

In 2001 he graduated from the Udmurt State University. His major was jurisprudence.

In 2003 he graduated from the President’s Russian Academy of the State Service. His specialty was “State and Municipal Governance”. Mr. Garin is also a candidate of Economic Science.

From 1990 to 1991 he worked as a head of the motorcycle section of the Igra Young Engineers facility.

From 1991 to 1995 he was a worker at the Ural automobile factory’s autoclub.

From 1995 to 2002 he was a deputy director, director at the “Virazh” LLC

From 2002 to 2004 he was a Director-at-large, Director of “Igrinskoe RTP” JSCo

From 2004 to 2006 he was the Chairman of Igrinskiy Rayon Council.

From 2006 to 2011 he was the Head of the Municipal body “Igrinskiy Rayon”.

From 2011 to 2014 he was the Minister of Transportation and Road Utilities of the Udmurt Republic.

From April 2014 to October 2015 he was a Deputy Head of Admnistration of Izhevsk city.

He was a member of Igrinskiy Rayon Council of the second (1998-2002), third (2002-2006) and fourth (2006-2010) elections and currently is a member of the Izhevsk City Council of the sixth (2015-2020) elections.

Awards: Russia Motocross Champion, Champion and winner of the CIS and USSR Motocross championships, Honored trainer of Udmurt Republic.

Mr. Garin also received the Udmurt Republic Government’s Scroll of Honor, a Letter of Acknowledgment from Chief Federal inspector in Udmurt Republic, a Letter of Acknowledgment from the Minister of Sport, Tourism and Youth Policy of Russian Federation.
