13 – 15.11.2012 Delegation of the Council of Europe experts visited Izhevsk within the frames of a project «Forming civil society among youth: looking for better outcomes»

On November 13-15, 2012 a delegation of the Council of Europe experts visited Izhevsk within the frames of a project under the auspices of the Council of Europe «Forming civil society among youth: looking for better outcomes». The idea of such project was born as a result of Izhevsk participation in the joint project of the Council of Europe and the European Commission “Intercultural cities”. Izhevsk has been its member since 2008 when our city joined its Pilot phase.

Two experts from the Netherlands – Mr. Thijs Malmberg and Ms. Willie van Eijs – arrived in Izhevsk to present innovative research method called CBRA (Community–Based Results Accountability) and to test it in the sphere of youth policy realized in Izhevsk.

Rich programme of their stay in our city included variety of events, such as open sessions with schoolchildren and students, official reception by the Head of the city of Izhevsk Alexander Ushakov, meetings with representatives of local authorities and workshops with all stakeholders. In the course of communication with young people experts learned Izhevsk advantages and disadvantages from the point of view of youth representatives. Pupils and students actively participated in the discussion that resulted in formulating some principal problematic areas that had to be improved in Izhevsk for it became more attractive and comfortable for young people. With their ideas Mr. Thijs and Ms. Willie came to officials to present them, because according to their opinion the most thoroughly worked out programme very often has almost nothing in common with actual needs of society members.

Among other things young people mentioned such problems as difficulties in job placement, necessity to favour public health development and promoting healthy lifestyle, lack of clean water in the city, etc. Those aspects were offered as prospect directions of youth policy implementation in Izhevsk.

Summing up the results of joint work, the CoE experts underlined that in Izhevsk active youth policy had been realized already but there were still a number of problems worth paying attention to, and young people, in their turn, mentioned that their experience gained during the project implementation was really remarkable.
