Was born in 1947 in the village Balaki of Kambarsky region.
Graduated from Izhevsk Mechanical Institute in 1970.
Married, brought up two sons.
The whole labour biography of Victor Balakin is connected with Izhevsk. He began his working way in 1970 as an assistant foreman of the reinforcing-welding shop of "Izhmash". He worked as a foreman, shop superintendent, deputy chairman of the trade union committee. Victor Balakin was elected as a secretary of the party organization of "Izhmash" motor cycle production. His work at the largest enterprise of Izhevsk is marked by the medal "For labour valour".
In 1991 he was elected as a chairman of the City Council of people's deputies. Under his direction the Charter of Izhevsk city was developed and confirmed. In 1994 he was appointed as a vice-mayor of Izhevsk. By his initiative the City program of environmental protection was developed and confirmed. During the process of its implementation he led the building of the first tail of utilization ground of firm domestic waist, the dam on the left bank of the Izh river.
In 1997 by the Decree of the President of the Russian Federation Victor Balakin was appointed a Plenipotentiary of the President of the Russian Federation in the Udmurt Republic.
In 2001-2005 he was elected as a Mayor of Izhevsk by general election. On October, 27 of 2005 Victor Balakin was elected as a Head of the city of Izhevsk by the deputies of Izhevsk city Council (Determination #1 made on October, 27 of 2005).
