Head of the city

The Head of Izhevsk is the highest official in the city. He is elected by the deputies of the Izhevsk City Council among its members by secret vote. He carries out his powers on a regular basis and is a chairman of the Izhevsk City Council.

The Head of the city of Izhevsk is responsible for:

·        representation of the capital of the Udmurt Republic in other cities and regions of Russia; signing treaties with governmental bodies, public associations, organizations, including foreign and international ones; signing and promulgation of municipal legal acts adopted be the City Council, issuing municipal legal acts within his commissions;

·        harmonization of the city budget project, programmes of socio-economic development of Izhevsk, projects of the City Council resolutions introduced by the Head of the City Administration for consideration of the representative body;

·        other issues’ solution.

Projects of enactments and decrees of the Head of the Izhevsk City Administration concerning the activities of the Administration, of municipal institutions and establishments of the city are due to be endorsed by the Head of the city of Izhevsk.

As the chairman of the Izhevsk City Council and, therefore, the head of representative governmental body, the Head of the city organizes and coordinates its work: convenes sessions, leads the process of preparations for sessions’ holding, signs decisions that have been made, records and other documents, promulgates enactments and decrees concerning inner organizational issues. Moreover, he leads the work of deputies carrying their powers on a regular basis, coordinates activities of standing commissions and commissions of other types, organizes appointment of citizens, considers their appeals received by the City Council, solves other issues that can be charged by the City Council or entrusted by the current legislation.
